Long name, I know. To date, this is the yummiest thing I have ever made. For the most part, it's the tuna that makes it so great. I stole the premise for this dish from a co-worker who likes a lot of things mostly raw. I had not been a big fan of tuna prior to eating this, but rare is definitely the way to go for tuna preparation.

Ingredients:
Tuna
- long cut of tuna approximately 3 inches in diameter
- 2 tbsps crushed peppercorns
- 3 tbsps sesame seeds
- 1 tbsp salt
- 3 tbsps parsley (cut fine if fresh)
Ginger Sauce
- 1/4 cup soya sauce
- 1/4 cup tempura dipping sauce
- 1 tbsp sesame seeds
- 2 tbsps fresh ginger
- 1 tbsp olive oil
Rice
- 2 cups water
- 1 cup rice
- 1 tsp butter
- 1 red pepper
- 1 medium sized onion
- 1 tsp butter
- 2 tbsps fresh dill (cut fine)
- 1 tsp salt
Start with the rice because it takes the longest. Cut up all the ingedients into really, really small bits and saute in the butter for 5 minutes on medium heat. Add the water and bring it to a boil. Add the rice and stir until most of the water is gone. Then cover and remove from heat. Don't get minute rice or anything lame like that... you're fully capable of making adult rice now.
While you're waiting for the rice water to boil, cut up your ginger for the sauce. Make sure it's nice and small. If you rip it rather than cut it, it will add more flavor to the sauce. Throw in all of the ingredients and mix well on low heat. You don't want it to thicken or boil away. This is enough sauce for four people.
Finally the tuna. The hardest part of this part is crushing the peppercorns if you don't have a pepper mill. I had pepper bits all over the kitchen by the end. Mix all of your spices in a tupperware container and roll your tuna in them so that it looks like a multi-coloured tube. Turn the heat under your frying pan on high and add a little bit of oil. When the pan is heated place your tuna in and cook on four sides for about two minutes each. You will be able to see the middle of the tuna tube at all times. It should still be red. When it's brown for about a quarter inch all around, take it out and slice it. Put the slices in the pan for 1 to 2 seconds each side to warm them.
Put the tuna slices on top of your rice and spoon some sauce over it. So freaking yummy it should be illegal.
